Admin approval enhancements

Previously, when admins were also a multi-stage approver, when approving the booking would go straight to approved and skip the multi-stage approval flow. Now, admins can approve leave as part of the multi-stage flow OR skip the workflow and go directly to approved. This means admins can follow the normal multi-stage approval workflow if needed.
